The Application Quick List portlet is a custom Covisint portlet, which lists all the applications available for an OEM.  From this portlet, you can see Summary Detail of an application, and click on the pencil icon to request for an application. After approved for your request of an application, this portlet is a quick way to access an application.   The link will federate you to the destination of this application (usually an outside of portal website).
